Disability (Due to Accident or Other Reason) Scheme – Haryana Labour Welfare Board

The Haryana Labour Welfare Board (HLWB) has initiated the “Disability (Due to Accident or Other Reason) Scheme” to provide financial support to workers facing disabilities. This scheme supports employees working in industrial and commercial sectors across Haryana, offering assistance based on the degree of their disability resulting from accidents or other causes.

Overview of the Scheme

Administered by the Haryana Labour Welfare Board under the Labour Department, Government of Haryana, this scheme aims to deliver financial aid to eligible workers. The support is determined by the percentage of disability, which can arise from both workplace incidents and external circumstances. Eligible workers are required to submit their applications within one year of receiving a disability certificate from the Medical Board or State Insurance (ESI).

  • Minor Disability: A financial aid of ₹1,00,000 for disabilities up to 50%.
  • Major Disability: A financial aid of ₹1,50,000 for disabilities exceeding 50%.

Eligibility Criteria

  • The applicant must be employed in an industrial or commercial establishment located in Haryana.
  • Registration with the Haryana Labour Welfare Board is mandatory.
  • The monthly income of the worker should not exceed ₹25,000.
  • There is no fixed service period requirement for eligibility.
  • Workers disabled due to accidents or other causes, irrespective of the setting (workplace or elsewhere), are eligible to apply.
  • Applications must be submitted within one year of the issuance of the disability certificate.
  • Workers should not have previously availed benefits under this scheme.

Application Procedure

The application process is facilitated through an online platform for ease of access. Below are the steps for registration and application:

Online Registration with Haryana Labour Welfare Board

  1. Visit the Official Website of the Labour Department, Haryana.
  2. On the homepage, select “Welfare Board Beneficiary Login”. A new window will open. If you lack login credentials, click on “Click Here” to create an account.
  3. Read the provided instructions, check the acknowledgment box, and click “Submit”.
  4. For verification using the Parivar Pehchan Patra (PPP) – Family ID:
    • If you do not have a Family ID or have forgotten it, select the respective radio button to be redirected to the PPP Portal for recovery.
    • If you have a Family ID, select the corresponding radio button, input your Family ID, and click “Fetch Family Details” to view registered family members.
    • Select a family member for registration, enter the OTP sent to them for verification, and click “Click to Verify”.
  5. A new page will display the applicant’s basic information. Verify the pre-filled details for accuracy.
  6. Fill in all required details, ensuring mandatory fields marked with an asterisk (*) are completed. Upload a photo and click on the ‘Submit’ button.
  7. A confirmation page will appear, and an SMS or email will be dispatched to the applicant.
  8. After completing registration, the applicant can log in using their username and password.

Note: Applicants can also register without a Family ID using their Aadhaar Number.

Applying for Scheme Benefits

  1. Access the Official Website of the Labour Department, Haryana.
  2. Click on “Welfare Board Beneficiary Login” on the homepage.
  3. Input your Username, Password, Captcha, and hit the submit button.
  4. Click on “Schemes” in the following window to view available schemes.
  5. Select the relevant scheme and review its details.
  6. Complete the online application form with all required information and submit it.

Application Status Tracking

Workers can monitor the status of their applications through the official website of the Labour Department, Haryana. Updates regarding the application will be sent to the registered mobile number.

Application via Antyodaya-SARAL Portal

To avail the benefits through the Antyodaya-SARAL Portal, follow these steps:

  1. Visit the Antyodaya-SARAL Portal.
  2. If you are not registered, click on “New User” under the ‘Sign In Here’ section and fill in the required details like Full Name, Email ID, Mobile Number, Password, and State. Click ‘Submit’.
  3. Verify your mobile number and email ID using the OTP received, thus completing the registration process.
  4. To apply for scheme benefits, log in using the registered email ID and password.
  5. After logging in, click on ‘Apply for Services’ and then ‘View all Available Services’.
  6. Locate the ‘Disability (Due to Accident or Other Reason) Scheme’ and proceed to fill out the application form.
  7. Input your Parivar Pehchan Patra number and click “Click here to Fetch Family Data” to see the registered family members.
  8. Select the beneficiary/applicant’s name, enter the OTP sent for verification, and click on “Click to Verify”.
  9. Fill in all mandatory details and upload necessary documents.

Registration under the Haryana Labour Welfare Board:
Step 01: The applicant should visit the Official Website
of the Labour Department Haryana.
Step 02: On the home page, click on the “Welfare Board Beneficiary Login
”, a new window page will be opened. If you don't have login details then click on “Click Here” to register.
Step 03: Applicant has to read all the instructions and then “Tick” the acknowledgment, then click on the “Submit” button.
Step 04: Verification using Parivar Pehchan Patra (PPP)- Family ID:
a) Forget/not having Family ID: If you do not have PPP ID or forget the PPP ID, then you have to select that radio button and you are redirected to the PPP Portal
for getting their PPP ID.
b) Having a Family ID: If you have a family ID, then only you can move to the next step for registration. To proceed further, follow the given steps:
• Select the “I have family ID” radio button.
• Enter Parivar Pehchan Patra number - Family ID.
• Click on “Fetch Family Details” which displays the family members registered under the given Family ID.
• Select a family member for registration.
• Enter the OTP that is being sent to the selected family member for verification.
• Click on “Click to Verify”
Step 05: A new page will be opened with basic information details of the applicant. Applicant needs to verify all the pre-filled details.
Step 06: After verification, the applicant has to fill all the details and red* marked fields are mandatory. Applicant has to upload his/her photo and then click on the ‘Submit’ button to submit the application.
Step 07: Successfully Registered page will appear like the below image and an SMS/ email will be sent to the applicant.
Step 08: Login into the account: After the final submission of the registration form, the applicant can login into his/her account using their username and password.
Note: An applicant can also apply for registration, if he/she doesn’t have a family ID, through their Aadhaar Number.

and login through the email ID that is used while registering.
Step 02: Enter Password & Captcha and click on ‘Login’.
Step 03: After successful login, click on ‘Apply for Services’ and then ‘View all Available Services’
Step 04: Now, search for the ‘Spectacle Scheme - Haryana Labour Welfare Board’ and click on the scheme to proceed to fill out the application form.
Step 05: Enter Parivar Pehchan Patra number - Family ID and Click on “Click here to Fetch Family Data” which displays the family members registered under the given Family ID.
Step 06: Select the beneficiary/applicant name and enter the OTP that is being sent to the selected family member for verification. Click on “Click to Verify”
Step 07: Fill in all the mandatory details and upload all the mandatory documents.
Step 08: Preview the application form and click on ‘Submit’.
